Retrofit thousands of low-income homes to improve their energy-efficiency and install rooftop solar panels. Utility companies will be required to pay for these improvements, retrofitting a steadily increasing number of their customers’ homes each year.

Protect low-income utility customers from shutoffs by prohibiting utilities from charging these customers more than 2% of their income for annual utility bills and strengthen tenants’ rights.
